Abstract


Introduction

The COVID-19 pandemic has lasted more than a year and has penetrated from big cities to villages. Emergency conditions can happen to anyone, anywhere and anytime. The concept of handling emergency patients is "time saving is life and limb saving". The response time to save the patient's life is not much, so treatment must be systematic and on a priority scale. Actions taken must be safe, fast, precise and accurate according to standards.

Method

Qualitative research with phenomenological design. The sample in this study consisted of volunteers, health cadres, village officials and village midwives using purposive sampling technique. Data collection was carried out by in-depth interviews.

Results

From the results of in-depth interviews and observations of respondents, then an analysis was carried out using content analysis. Based on the analysis, there are 5 main themes, namely (1) social spirit and a high sense of mutual help, (2) the need for regulations and priorities in the management of health assistance at the village level, (3) transportation regulations in the village level referral system, (4 ) the need for a special team in the regulation and management system for providing health assistance at the village level and (5) health service standards in the emergency response system at the village level

Conclusion

An integrated rural-based emergency response system is a necessity in improving health services that are integrated, systematic, culturally sensitive and with local wisdom. There needs to be a service standard, regulations and a special team in an integrated emergency response system at the village level.
